Winnebago County VINELink Coverage
IowaVINE is Iowa's free, anonymous custody-status and notification service. The Winnebago County victim-rights page says victims and the public may register concerning an offender in a county jail or the Iowa Department of Corrections. That puts the county jail inside VINE's local scope. Coverage is not instant. VINE receives custody data from participating agencies, and the jail completes intake on its own schedule. No instant feed exists for every Winnebago County booking. Use VINELink for one known person, not as a list of everyone arrested in Winnebago County.
The jail roster answers a different question. It is a current public lookup. IowaVINE adds registration and notices tied to custody events. Iowa Courts Online shows the case path, and none of these tools guarantees booking photos.
Search Winnebago County Custody
Start with enough identity detail to separate similar names. A match shows custody, not conduct. When several people share a name, compare only the identifiers the live system gives you instead of guessing.
- Open VINELink and choose Iowa as the state or location.
- Select the people search and enter the person’s name or an available identifying number.
- Review all returned matches. Compare the full name and any age, date, agency, facility, or identifier shown.
- Open the matching record and note its custody status, reporting agency, and last-updated context.
- If no reliable match appears, check the county roster and call the jail before drawing a conclusion.
The official Winnebago roster searches by last name or grouped initial buttons. There is no date-range control. Someone too freshly booked may not appear yet. A person can also be released after a short stay, transferred, booked under another name form, or held in a different jurisdiction.
Winnebago VINELink Result Fields
IowaVINE's state materials center on custody events and notices. No fixed Winnebago result schema is published. Read the live record as it appears, and do not assume a field or photo exists just because another agency uses one.
| Information | How it helps |
|---|---|
| Identity | Supports comparison among people with similar names. |
| Custody status | Indicates the state reported through the service when checked. |
| Facility or agency | Shows which covered custodian should confirm the record. |
| Identifier | May distinguish matches and support later calls. |
| Event status | Can reflect release, transfer, escape, death, or other covered change. |
| Photo | No Winnebago County public VINE photo field is confirmed. |
"In custody" can mean the county jail or another reported setting. "Released" means the custodian logged a release event. "Transferred" means physical custody moved. A court disposition is the legal outcome. That final answer lives in the court record, not the VINE entry.
Note: Save the identifier and agency shown in a solid match, since names alone invite mistaken identity.
Register Winnebago Custody Alerts
IowaVINE takes registrations by phone and online. Notices arrive by phone, text, or email where supported. The state describes the service as free and anonymous, and each registration attaches to one custody record, so finish the identity check before choosing delivery methods.
- Open the verified person record in VINELink, or call 1-888-7-IAVINE, which is 1-888-742-8463.
- Select the custody event types offered for that record, such as release, transfer, escape, or death.
- Provide the phone number or email address that should receive notices. Follow the live prompts for text when offered.
- Create the requested PIN for telephone registration. Use a number that is memorable but not easy for another person to guess.
- Complete any confirmation step and retain the record details needed to change or stop notices.
Automated calls rely on a PIN. It confirms the right person got the notice and stops repeat calls for that event. IowaVINE also offers live operator help around the clock. Contact details and options can change, so follow the current prompts rather than an old instruction sheet.
Winnebago VINELink Timing Limits
A new arrest may reach the jail roster and VINE at different times. Winnebago County publishes no timing measure for that gap. No roster refresh schedule appears either. For urgent matters, call. The jail answers at 641-585-3632, and Sheriff and dispatch at 641-585-2828 or 800-473-2228, option 0.
The jail sits at 935 Highway 69 N. in Forest City. Staff may not answer right away. Emergencies, meals, and medication rounds come first. If no one answers, try again. For a fresh local booking, the Arrests Last 24 Hours page explains the roster-first confirmation path.
A missing VINE record does not mean no arrest happened. Timing, spelling, release, transfer, another county, or a system outside IowaVINE can all explain it, so note the date and time you checked.
County Jail and Iowa DOC Alerts
Winnebago County jail custody and Iowa DOC custody are related but separate stages. A person later sentenced to an Iowa prison or placed in a DOC category belongs in the DOC offender search, whose public data updates weekly. That search refreshes on a weekly cycle. Fresh local arrests are a different story. For a new booking, the county roster and the jail itself come first. IowaVINE can alert you in either setting. A transfer can still change things. After a transfer notice, review the live service and confirm whether your existing registration continues for the new record. A county booking number is not a DOC number.
- Booking
- Jail intake following arrest or surrender.
- Transfer
- A move from one custody location or agency to another.
- Release
- Departure from the reported custody setting, not dismissal of the case.
- Disposition
- The court’s eventual resolution of the charge.
A release alert ends custody, not the case. That is a common mix-up. Court dates and outcomes still need checking with Iowa Courts Online or the Winnebago County Clerk of Court.
Federal Custody Is Separate
IowaVINE stops at the county and state level. It does not track federal prison or immigration custody, so those cases need a different tool. The Federal Bureau of Prisons runs its own inmate locator. It reaches back to 1982 and refreshes daily. Ordinary county-jail detainees do not appear there, and the system offers no public photo field. A federal pretrial detainee can also sit outside BOP records until a transfer goes through.
Immigration custody works through the ICE Online Detainee Locator instead. That system accepts an A-number plus country of birth. A full name can also be used, with country and date of birth. Records that are protected, or that involve someone under 18, stay out of the results. Winnebago County posts no immigration detention roster. The county holds no ICE contract of its own.
Match the tool to the custodian. The Winnebago County roster and IowaVINE cover county custody, while the Iowa DOC search covers state prison. BOP covers federal prison, and ICE covers immigration holds. Keep in mind that one system can stay silent while another has the person listed.
Winnebago Sheriff App Versus VINE
The Winnebago Sheriff's Office app serves as an agency-information doorway. Its documented features include inmate search, jail information, and safety news. Secure tips, contacts, permits, sex-offender information, and announcements round out the list. The app makes no promise of automated release alerts or a booking-photo feed.
VINE exists for status checks and event notifications. The app might point you toward the roster or agency news. It should not stand in for a VINE registration. The reverse holds too. VINE is no substitute for 911. The warning about emergencies is one the app listings themselves repeat.
The split is easy to keep straight. Open the app for Sheriff information and jail access. Check the roster for a point-in-time county custody search. Register with IowaVINE when notice of a covered change matters. Each channel carries its own data and timing limits.
Charges After a Winnebago Arrest
VINE reports custody, nothing more. A booking charge is simply what got written down when the person was booked. Prosecutors can revise or dismiss a count. Courts can adjust bond or release conditions. For the outcome, Iowa Courts Online is the place to follow public case progress. A fresh case may lag behind the booking, so patience helps.
Photos are a separate matter. The county roster lists no public photograph. For an official booking record or image, ask the Sheriff's records custodian under Iowa Chapter 22, subject to lawful withholding and redaction.
